Stripe charges a one-time $1.50 account verification fee whenever a resident adds a bank account so they can make ACH payments. The verification process may precede the use of the account to make a payment. The resident may add the account days or even weeks or months before they use it to make a payment. You may not be charged the fee at the same time as any specific payment.
ACH account verification fees are not covered as part of the service fee for any individual payment. A batch of these fees may be deducted together from an amount that Stripe transfers to your bank account.
